 solution (2010.12.10.30) to Supporting Organizations (SOs) and Advisory Co
 mmittees (ACs).\nThe Working Group began regular meetings after the Singap
 ore meeting in June 2011.  Working Group members drafted a charter for con
 sideration by any and all community groups form whom the board solicited a
 dvice.   The Charter was approved by the GNSO on 7 September 2011 and is a
 vailable here.  In addition to its bi-weekly conference calls\, the workin
 g group held public discussion sessions at the Singapore and Dakar meeting
 s\, including presentations of preliminary results.  \nThis initial draft 
 of advice was approved by the Working Group on 22 February 2012 and forwar
 ded to ICANN staff to post for public comment.  The Draft Advice Letter co
 ntains the process by which the Working Group defined the key terms and fo
 rmulated the metrics per each definition including the source and proposed
  three year targets.\nThe session in Costa Rica intends to brief the commu

 , the Regional Internet Registry for the Asia Pacific region\, was down to

 ose 60m addresses are not sufficient for the Internet penetration goals of
  the governments and people of Latin America. Widespread Internet penetrat
 ion thus relies on IPv6 deployment.\nThis session will look at the resourc
 es available to ISPs and other networks in the region and the rate of IPv4

 n this program.\n1. Access to pro bono services for startup gTLD registrie
 s: The Applicant Support Directory is an online work space providing acces
 s to community pro bono services. The directory was created to connect pot
 ential applicants who wish to establish a new public interest gTLD registr
 y in their community with organizations who wish to offer either financial
  or non-financial assistance. \n2. Apply for financial assistance: Qualifi
 ed applicants may receive reduced evaluation fees. Refer to the Financial 
 Assistance Handbook for guidelines and criteria on how to apply for reduce
 d fees. \n3. The Applicant Support Fund. The ICANN Board has set aside US$
 2\,000\,000 as seed funding to assist needy applicants. &nbsp\;\nIn this s
 ession you will learn how this program is progressing and what are the nex
 t steps\, for example the recruitment of the Support Applicant Review Pane
 l (SARP). The presentation will focus on the financial assistance and acce
 ss to pro-bono services and will open a discussion about the donation oppo
 rtunity\, an important part of this program that is still under developmen

 of the room and commenters line up behind it to take their turn in asking

 on (2 minutes).\nAt the same time\, remote participants are provided with

 when the session ends in San José). For transparency\, scribe feed is pro
 vided both in room and via remote participation in real-time to allow all
